List of Services Provided by consular Wing of MOFA
Consular and Welfare Wing
The consular and Welfare Wing of the
Ministry of Foreign Affairs in coordination with the Consular Sections of
Bangladesh Embassies/ High Commissions abroad provide multipurpose consular
service. If you need any consular service while residing in abroad, please
contact to the nearest Bangladesh Embassy/ High Commission.
List of Service provided by consular
Wing of MOFA
Consular and Welfare wing of MOFA
provides the following attestation service:
1. Police Clearance:
After the Police clearance certificate
has been counter-signed (with named seal) by the officer in charge of the police station, it needs to be sent
byHome Ministry or concerned Police
Super or Appropriate authority through a forwarding letter to Ministry of
Foreign Affairs for consular attestation.
2. Power of Attorney:
Power of Attorney sent from abroad
needs to be attested by the Embassy of Bangladesh in that country and then two
set of photocopies needs to be submittedfor attestation. If the passport along with photocopies is submitted by
the concerned person or by the authorized person, Ministry of Foreign Affairs
willdo the attestation of the seal
and sign of that certificate (Power of Attorney).
3. Unmarried Certificate:
Unmarried certificate has to be
submitted in the Foreign Ministry after collecting it from the office of District Commissioner (DC) and a prior
attestationfrom Notary Public.
4. Marriage Certificate:
The copy of Marriage Certificate has to
be collected from the office of Marriage Registrar and then has to be submitted
in MOFAwith a prior attestationfrom Notary Public and Law Ministry.
5. Commercial Document/Export-Import
Document:
All Insurance and Commercial
Document/Export-Import Document has to be submitted in the Ministry of Foreign
Affairs for attestation after a priorattestation from the Ministry of Commerce, local Chamber of Commerce, By
Registrar (if appropriate), and Joint Stock Company or by concerned Insurance
office.
6. Medical Certificate:
Medical Certificate has to be submitted
in MOFA for attestation after a prior attestation from the Ministry of Health.
7. Education Certificate:
Educational Certificate given by
Government Educational Board/ University needs to have verification and
attestation by the Registrar of that Board/University before sending it to Ministry of Foreign Affairs for
attestation. Regarding certificates from private Institution/ University, it
has to beverified and attested by
that concerned institution/University and then it has be attested by the
University wing of Education Ministry and Notary Public.After fulfilling aforementioned
pre-requisites, educational certificates could be sent to Ministry of Foreign
Affairs for attestation.
8. Birth Certificate:
A Birth Certificate has to be collected
from the office of Local Chairman or Ward Commissioner. Then it has to be
submitted in MOFA for attestation aftera prior attestation from Notary Public.
9. Recruitment Agreement:
All Recruitment Agreement has to be
submitted in MOFA for attestation after a prior attestation from B.M.E.T.
Miscellaneous Service of Consular Wing
:
A. Bringing back the dead bodies:
If any Bangladeshi national dies in
abroad to bring back the dead body in Bangladesh, or do the burial according to
the will of deceased person’s relatives/legal guardians Ministry of Expatriate
Welfare and Overseas Employment and / or the Bureau of Manpower Export and
Training takes necessary measures in coordination with the Ministry of Foreign
Affairs. In that case the relatives or legal guardians of the deceased person
need to submit an application to the Ministry of EW&OE/ BMET with a copy to
the Ministry of Foreign Affairs along with the following information:
- Bangladeshi citizenship certificate
- Photocopy of the passport (first five
pages)/Photocopy of travel permit
- Employment related documents (such
as, employment place along with the name, address, contact details and other
relevant information).
After receiving the application having
the above mentioned information generally the MEW&OE/ BMET send the
application to the concerned Bangladesh Embassy/ High Commission immediately.
Once the dead body is returned back other necessary functions are conducted by
the Bureau of Manpower Export and Training (89/2 Kakrail, Dhaka, Phone:
9339705/01819262173/ 9349925/ 9350848, fax: 8319948). Director (welfare), BMET
may be contacted in this regard.
On the other hand, if any close
relative/ well-wisher who have been living in the place where the person dies,
please contact with nearest Bangladeshi High Commission/ Embassy, the Mission
extends complete cooperation in bringing back the dead body.
N.B: For bringing back the dead body
BMET plays the major role while MOFA provides all-out cooperation with the help
of the Embassy/ High Commission.
B.Bringing back the Bangladeshi citizen from Abroad:
When any information found that the
Bangladeshi nationals are held or imprisoned in abroad, the Consular and
Welfare Wing of the Ministry directs the Bangladeshi Embassy or Mission of the
respective country for taking the necessary measures. In the case, for a
convenient communication the details of the held/ imprisoned person (name,
address, passport number, place of imprisonment, telephone number etc.) and
name, address, contact details of the applicant needs to be provided. It is
requested to send this type of application to the Director, Consular and
Welfare Wing of the Ministry or Labor Wing of the Bangladesh High Commission/
Embassy abroad.
* If any Bangladeshi citizen faces
problem on his/ her repatriation please apply to Bangladesh High Commission/
Embassy or to the Director (Consular and Welfare). Measures are taken at the
earliest possible time. When any expatriate applies to the Consular and Welfare
Wing seeking help for overcoming any sort of problem facing in abroad, the wing
address the issue at earliest possible time.
C.The following services are provided by the Consular and Welfare Wing:
a. Through the Embassy/ High Commission
coordinates different welfare activities of the expatriate Bangladeshis
residing in abroad.
b. Deliver emergency consular and other
services to the Bangladeshi citizens residing in abroad.
c. As per law the attestation of the
seal and signature of different documents.
D.Regarding Compensation:
When any Bangladeshi citizen dies
during work time, according to employment conditions regarding compensation,
the Ministry with association to the BMET and concerned Bangladeshi Embassy/
High Commission takes necessary measures. Upon receiving the application from
the legal heirs of the deceased person, BMET works on providing the
compensation. But in the concerned application the following things are needed
to be included:
- Passport/ Identity Card of the
deceased person.
- Address of the employer/institution
where the person have been working.
- Place, date and the reason of death.
- Complete address of the applicant.
- Certificate regarding the legal
inheritance.
Despite these, the Ministry coordinates
with other government institutions in the compensation management for the
Bangladeshi citizens who suffer from economic or physical loss in abroad.
E.The Bangladesh Missions abroad provides the following consular services:
- Passport issue and renewal
- Visa issue
- No Visa Required Seal, and
- As per law attestation of documents
and deliver welfare service.
